To open an account, you must first become a member. To be eligible for membership, you must live, work, or attend school in Ventura County or Santa Barbara County.

Please have the following information ready to make the application process quicker:
  • Valid Social Security Number
  • Date of Birth
  • Current Physical Address
  • Current Mailing Address (if different)
  • Email Address
  • Phone Number
  • Valid Identification Information (with number, issue, and expiration date)
    • Driver’s license
    • Passport
    • Military ID
